OCR Bulletin: Civil Rights, HIPAA, and the Coronavirus Disease 2019 (COVID-19)

On March 28, 2020, the Health and Human Services Office for Civil Rights in Action (OCR) issued the bulletin Civil Rights, HIPAA, and the Coronavirus Disease 2019 (COVID-19) to ensure obligations are met under laws and regulations that prohibit discrimination in HHS-funded programs during the COVID-19 emergency.

Human Subjects Research (HSR) Module: Research and HIPAA Privacy Protections

This module discusses the requirements of HIPAA and how they supplement the HHS and U.S. FDA requirements. It also describes situations where full HIPAA privacy protections are required and those that can qualify for waivers, alterations or exemptions with more limited requirements. In addition, it reviews the responsibilities of researchers and institutions for meeting HIPAA privacy requirements and for appropriate data security protections that are necessary to protect privacy.
