The National Science Foundation’s (NSF) Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO), on behalf of the Office of Science and Technology Policy (OSTP), has issued a Request for Information (RFI) seeking public input on the development of an Artificial Intelligence (AI) Action Plan. They are formulating this plan in response to a Presidential Executive Order issued on January 23, 2025, to sustain and enhance America’s AI leadership.

Ensuring robust cybersecurity, data privacy protections, and AI system security is also a priority, along with establishing clear regulations, governance frameworks, and safety standards. AI’s role in national security and defense and setting research and development priorities is another critical focus. Additionally, the plan addresses the need for education and workforce development to support the growing AI industry while also considering policies related to intellectual property, innovation, and international collaboration, including export controls. These areas collectively aim to strengthen the United States’ leadership in AI while balancing technological progress with ethical and security considerations.
Background and Policy Context
The RFI follows the signing of Executive Order 14179: Removing Barriers to American Leadership in Artificial Intelligence on January 23, 2025. This order replaced the Biden Administration’s Executive Order 14110 from October 30, 2023. The new directive aligns with the Trump Administration’s broader strategy to promote AI as a driver of economic growth, national security, and technological leadership.
