Export controls affect a wide range of activities at U.S. academic institutions, from research collaborations and international travel to shipping materials, online instruction, and the sharing of technology and data. This single-module introductory course provides learners with a foundational understanding of the major U.S. export control regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) sanctions programs.
Learners will examine how export controls apply in academic environments; explore key concepts such as deemed exports, fundamental research, public domain information, and restricted parties; and review common higher-risk scenarios involving international collaborations, advanced semiconductors, space-related technologies, encryption, and work with sanctioned countries or entities.
The course emphasizes practical awareness and helps learners recognize when activities should be reviewed by their institution’s Export Control Office to support compliant research, teaching, and global engagement.
Note: This single-module course has been designed to be incorporated into Responsible Conduct of Research (RCR) courses.
