Description

The Research Security series provides the knowledge and tools necessary to protect against risks to the global research ecosystem and undue foreign influence. This new series brings together CITI Program’s popular Undue Foreign Influence course with two new courses: Research Security Training  (developed with support from NSF in partnership with the National Institutes of Health, the Department of Energy, and the Department of Defense) and Research Security Advanced Refresher.

Meet the Authors of CITI Program’s Research Security Advanced Refresher

Ben Bamberger, PhD – Vanderbilt University

  • Ben Bamberger is the Assistant Director of Research Integrity and Compliance at Vanderbilt University. He promotes best practices for the ethical conduct of research and helps the university prepare for evolving regulations, particularly involving research security. He received a PhD in History from the University of Illinois Urbana-Champaign.

Mary Duarte Millsaps, CRA, ECoP® (ITAR & EAR) – North Carolina State University

  • Mary Duarte Millsaps is the Director of Research Compliance at NC State and oversees compliance related to animal subjects, human subjects, research integrity, conflicts of interest, export compliance, and research security. She is an Army veteran and a graduate of the Wharton School of the University of Pennsylvania.

Kira Dunn, CISSP, CRISC, PMP – University of California San Diego

  • Kira Dunn has 13 years of cybersecurity experience in the higher education and healthcare industries, encompassing technical writing, project management, risk assessment, and compliance gap analysis. She is currently a Senior Risk and Compliance Analyst, focusing on Cybersecurity Maturity Model Certification (CMMC) compliance for the University of California’s oceanic research.

Susan Gasparo, MPA – Stony Brook University

  • Susan has been with Stony Brook University since 2003 and has workedin the pre-award and compliance offices. Susan is the Director of Research Security where she oversees the export control compliance, conflict of interest/commitment, and foreign influence programs. She is an active member of the Association of University Export Control Officers (AUECO).

Liane Moneta-Koehler, PhD – Vanderbilt University

  • Liane Moneta-Koehler is the Assistant Provost for Research Integrity and Compliance at Vanderbilt University. She oversees compliance programs in the areas of research security, export controls, and human subjects research; and she supports the research community with evolving federal policies.

David Mulder, CRA – University of Michigan Medical School

  • David Mulder is Assistant Director in the U-M Medical School’s Office of Regulatory Affairs. Previous roles include Program Manager for International Engagement & Research Security in U-M’s Office of Research and Sponsored Projects, Assistant Director of the U-M Medical School IRB, and Assistant Director for U-M’s Research Administration Systems team.

Emily Pender, MSEd, CCEP, ECoP® (ITAR & EAR) – University of Southern California

  • Emily Pender is Manager of Export Controls at the University of Southern California (USC). She oversees USC’s export control compliance program and supports university committees charged with research security governance and oversight of restricted research. Emily holds a BA from Harvard University and an MSEd from the University of Pennsylvania.

Laura Provencher, MA – University of California San Diego

  • Laura Provencher, Export Control Director at UC San Diego, oversees export controls, facility security, and dual use research of concern. She has over 10 years of experience working closely with cross-campus constituents to assess and secure international travel and controlled (EAR, ITAR, CUI) data, items, and research.

Sarah Schlagter, JD – The Research Foundation for the State University of New York

  • Sarah Schlagter is an attorney admitted to practice in New York. She is the Associate Vice-President for Policy and Regulatory Affairs for the Research Foundation for the State University of NY, primarily supporting the SUNY Center for Economic Development and the SUNY Polytechnic Institute.

Amy Weber, MLS – Northwestern University

  • Amy Weber is Northwestern University’s Senior Director, Export Controls & International Compliance. Amy served as a career analyst with the Federal Bureau of Investigation (FBI) in various leadership roles – including leading the FBI’s Counterintelligence Analysis Section in Washington, D.C. – overseeing the FBI’s national analysis, including undue foreign influence.
